I have been a Fluminense fan since i first heard of the legendary Fla-Flu derbies. In the early 90s there was no way of obtaining information about them in the Netherlands. Luckily, in 1994 Sensible World of Soccer arrived. the first great football game to include teams from all over the world. I played the Fla-Flu derby with heroes like Rogerinho and Ricardo Rocha.
In 2004 I thought I finally would be able to see them, when I went to Rio with my girlfriend. I had checked that Flu would play a home game. They did play at home, but played their game at Volta Redonda because of an Olympic event in the Maracanã. i could do nothing but by a Flu-cap, while visiting the empty stadium.
Luckily this year my worked asked me to go to Brazil. My Portuguese had improved a bit, so I could discuss the derby between Palmeiras and Sao Paolo when I was in Sampa. At the end of the trip we went to Rio as well. We went to a favela, for the IBISS project. It was Vicario Geral, famous for massacre ten years before My Flu cap raised many discussions there, as the quarter supported Flamengo, as do many of the favelas. There were some Flu fans as well, luckily, and together we song the Flu clubsong, to show our love for the Fluzão.
On sunday we would finally go to a match. the dutch embassy had supplied me with an address were I could buy tickets and we would be picked for a match. The match in the Maracanã would start at about 6, and we would be picked up at around 4 a clock. At 4.10 we were all looking into the tunnel which seperates Botofogo from Copacobana to look for the bus. A bus in Fluminense colors arrived and stopped before our hotel. A few men in Flu Tricolor were standing next to it.
I went to the bus and asked in my best portuguese if this bus would go to the Maranana. "Sim"a young man said and I asked if it would come to pick up. "No" he said, and smiled, we go to play. Soon it became clear to me I was talking to Felipe. It was only a week before he did something that was even mentioned in the Dutch press: his suspension for a whole season. In real life he was a very nice bloke though.
Our own little buses arrived shortly afterwards and we raced towards the Maracana. As we entered the stadium, the chants of "Nense", "Nense" domnated the big Arena. Flu was playing Vasco in the Campeonato Carioca, the championship of the state. Any Rio derby is always filled with emotions and so was this one. Fluminense had sent Romario away in 2004 and he had gone to Vasco. This was the first game of o Baixo against his former club
When at home in Amsterdam. i saw Romario scoring against Ajax for PSV. I didn't have a good feeling about this game. After 17 minutes Vasco opened the score. Fluminense played the better game, but couldn't score. In the second half, Vasco played towards us. The inevitable happend: Romario de Souza Faria scored. He went to the Flu fans and laid a finger on his mouth, to silence us, as we had be singing "We don't need Romario". The Flu-crowd wasn't about to get silence though and started cheering their heroes on with extra force. We scored and continued to dominate. We didn't make the equaliser though and lost the game.
When I returned and checked the scores of the Campeonato via Internet a few weeks after the game i knew we had our revenge. Fluminense secured its 30th state championship. The feast in Laranjeiras, the quarter whe Flu originates, would surely be massive.

Kort gezegd omdat wij het volkomen oneens zijn met de werkwijze van Stichting de Thuiskopie. Deze stichting int namens het Ministerie van Justitie heffingen op beschrijfbare media zoals CD-R(W) en DVD+/-R(W) (en straks misschien zelfs mp3 spelers en DVD-recorders met harde schijf). Deze heffingen worden geheven omdat consumenten de media zouden kunnen gebruiken om thuiskopieën te maken van muziek of films.

De mooie nazomer bracht vele genoegens. SenterNovemmers brachten hun lunch door op het terras, of vertrokken na het werk nog even naar Scheveningen. In Utrecht kon je sommige SenterNovemmers aantreffen in het Griftpark, badend in de zon, of genietend van een hapje. Toch was deze locatie nog maar een paar jaar geleden de smerigste plek van de Domstad. Door een goede sanering is het nu een schitterend centraal park. Het nieuwe taakveld Bodem+ zorgt dat dit soort verbeteringen mogelijk zijn.
Ik wist helemaal niets van Bodem+. Ik wist alleen dat het een nieuwe afdeling was ergens in een hoek van onze Newyorkse retrowolkenkrabber waar ik nooit kom. Voor deze nieuwsbrief ging ik dan ook eens kijken wat ze hier eigenlijk doen, en hoe ze binnen SenterNovem passen. En dus bevond ik mij op een maandagmorgen, ineens tegenover Henk van Zoelen, taak manager Bodem+ en Bram Segijn, opdrachtmanager voor de bedrijvenregeling.
Hij vertelde over wat Bodem+ nu eigenlijk doet. Het taakveld voert een aantal wettelijke taken uit, ondersteunt decentrale overheden en adviseert Vrom bij de beleidsontwikkeling. Als een ondernemer bijvoorbeeld een bouwvergunning wil krijgen moet hij daarvoor bodem onderzoek doen. Als dit vervuilt is kan Bodem+ adviseren of dit mag worden gestort of moet worden gereinigd.
Bodem+ geeft ook veel advies aan gemeenten. Bijvoorbeeld hoe ze kunnen omgaan met licht-vervuilde grond op een bedrijventerrein. "Hierin zit juist een kans die we vroeger niet hadden" zegt Bram. "Binnen SenterNovem kunnen we veel doen aan communicatie over het beleid, juist door de bundeling van expertise die is ontstaan". Bodem+ bestaat namelijk uit mensen die komen vanuit het ministerie van Vrom en vanuit de uitvoeringsinstantie SCG. Deze laatste instantie, het Service Centrum grond is nu geheel overgenomen door SenterNovem In totaal werken er nu ongeveer 45 mensen aan de opdracht.
Bodem+ begint zo langzamerhand te wennen aan de plek binnen SenterNovem. "Juist bij zaken als effectmeting merk je dat we veel gemeen hebben met andere opdrachten. Ook wij zoeken naar manieren om ons effect te laten zien" aldus Bram. Hij ziet ook veel kansen om samen met andere regelingen naar branches toe te gaan. "Wij hebben een subsidieregeling voor bodemsanering door bedrijven en willen stimuleren dat zij zelf tot sanering overgaan. Er is contact met branches en koepelorganisaties. Sommigen willen zorgen dat ze door innovatie minder vervuilen. Hier kunnen wij als SN ook innovatieregelingen in de discussie te betrekken." Henk ziet ook dat er een boel gezamenlijk initiatieven aankomen. Zo is de helpdesk van Bodem+ nu samen met infomil en afvalbeheer opgezet. Hij hoopt dat er uiteindelijk echt één loket voor decentrale overheden zal ontstaan.
Andere taakvelden binnen SenterNovem kunnen ook leren van wat er bij Bodem+ gebeurd. Juist omdat ze van Vrom komen, kunnen ze een verbinding leggen tussen beleid en uitvoering. Ze werken goed samen met de opdrachtgever. Soms zit er bijvoorbeeld iemand van Vrom in hun werkoverleggen. Er wordt ook gekeken hoe de informatie die bij het ministerie ligt over een bepaald terrein ook direct beschikbaar komt binnen SenterNovem.
Uiteindelijk moet dit leiden tot groei. In 2005 is het zaak te zorgen voor continuïteit. "De winkels moeten open blijven" volgens Bram. In het werkplan van 2006 wordt gekeken hoe er meer dienstverlening aan de decentrale overheden gegeven kan worden. 'De klantenraad van bodem+, bestaande uit gemeenten en provincies dacht vroeger dat ze ons niet nodig hadden, nu zien ze diverse kansen. " meldt hij trots.
